Ubuntu: old packages? MySQL, PHP, Perl

Ubuntu: old packages? MySQL, PHP, Perl

I just noticed that MySQL is still only 5.1 branch. What the hell? Where is the 5.5 branch? Looked around some more. PHP and Perl are also versions at least 6 months out of date. What's the deal?
